Responsibility

The SCM Officer serves as a subject matter expert on Jhpiego’s internal SCM systems and processes to procure and manage goods and services for Jhpiego’s operation in the US and Global Offices. In addition, this position is accountable for providing overall advice and support to the administration of centralized procurement services, inclusive of administrative activities. This position will liaise with internal departments (Finance, Contracts Management Compliance Division [CMCD], Facilities Management) and the Johns Hopkins University (JHU) to execute and manage procurements from the receipt of the requisition to vendor payment. The SCM Officer is a key member of the SCM Team and will work in close collaboration with team members to achieve departmental goals including close collaboration with the Director of SCM to administer Jhpiego’s Inventory Management Systems. Internal Customer Service, Processes & Delivery. Analyzes existing SCM processes and procedures, identifying gaps and providing ideation on continuous improvement opportunities. Provides inputs and conducts capacity building activities for our global teams. Conducts needs analysis with internal clients and advises on correct process, including requirements definitions. Receives, reviews and confirms requisitions/ requests for goods and services initiated from, and to be procured through, Jhpiego HQ. Identifies and engages appropriate internal resources to meet business needs, as communicated by the requestor. Collaborates with SCM, CMCD and the requestor to identify, communicate and execute the process relevant to the specifics of the requisition as it relates to developing contractual elements. Conducts due diligence and follow-up to ensure the timely delivery of goods and services within the established timelines. Identifies and recommends opportunities for improvement of tools, forms, tracking, reporting, etc. for SCM. Advises on impacts of revising current processes and the implementation of solutions to increase departmental efficiencies and better serve our internal customers. Supports the SCM team with time sensitive deliverables and special projects as needed. Collaborates with the International Sourcing Manager to invite and/or confirm that all new vendors have been set up in the requisite University Vendor Registration and Management System (SAP via Payment Works). Initiates the placement of orders in SAP. Tracks orders and engagements through the full procurement lifecycle, including the confirmation of vendor payments. Engages with the University’s Shared Services Group to address and resolve delays, requested changes etc. with orders and payments in SAP. Manages global annual physical inventory exercise and reporting, ensuring compliance with Jhpiego policy. Uses central SCM Ticketing System (JIRA) to log assignments, progress and updates on individual procurements and assigned tasks. Ensures accessibility and visibility to the status of all active procurements to customers . Collaborates with the SCM and CMCD teams to catalog and maintain a listing of all MSAs including relevant information (including summary, vendor, doc#, owner and start/end dates etc.). Partners with the requestor in monitoring against plan relevant to contractual documents (MSA/TSC etc). Maintains central reporting/record
