Responsibility

Key to success in this role is partnership and collaboration with internal and external cross functional teams with an objective focus on Safety, Quality, Cash, Delivery, Cost, and Continuous Improvement. In this role, the Subcontracts Manager provides experience, leadership, guidance, and mentorship to program management, procurement, commodity strategy, and subcontracts team members. In addition, the Subcontracts Manager will drive continuous improvement and operational excellence within the supply chain. Manage all aspects of subcontract monitoring and control including Request for Proposal (RFP), negotiations, and award; manage and track costs; and manage relationships, quality, scheduling, invoicing, and execution. Perform analysis of prime contract solicitation requirements. Work collaboratively with estimating, operations, program management, and peers to conduct a compliant and effective source and Make/Buy selection. Perform preliminary fact-finding and cost/price analysis on the Subcontractor proposal(s) and prepare a Cost Estimating Rationale (CER) to support the prime contract proposal, as needed. Review and vet any terms and conditions concerns with legal and negotiate to closure with subcontractor. Support subcontracts position during Defense Contract Auditing Agency (DCAA) and Defense Contract Management (DCMA) audits, fact-finding, and prime contract negotiation by participating with procurement management, program management, contracts, and procurement compliance. Prepare responses and the development of negotiation positions. Negotiate and track Subcontractor Performance Based Payment (PBP) or Progress Payment plans to meet regulatory requirements and program needs. Provide subcontract program leadership in program execution by anticipating and resolving problems, and ensuring inter-group cooperation to meet all program obligations and objectives. Participate in risk and opportunity management activities. Interface with operations, engineering, and program management when applicable. Prepare and manage related agreements such as NDAs along with subcontracts
