Job Summary Aptive Resources is seeking a Sr. Data Scientist, to be part of a team, to support the Department of Veterans Affairs (VA) Office of Performance Analysis and Integrity (PA&I) for the Veterans Benefit Administration (VBA) Enterprise Data Warehouse (EDW). EDW is the source for all data and information about Veterans benefits data. It contains relevant data from each of VBA's transactional systems and arrays the data in a variety of business intelligence reporting for executive managers, business lines and claims processing teams in VBA's Regional Offices. EDW data is used for fraud detection and prevention, financial auditing, and reports to Congress. It is the source for all legal reporting requirements, to include the Government Performance Accounting Act, the American Recovery and Reinvestment Act and the Federal Funding Accountability and Transparency Act of 2006. The Sr. Data Scientist must have experience with diverse IT projects both large and small within an Oracle environment using the current toolset of Informatica Metadata Manager. You will work within a diverse team and multiple firms supporting one mission. This position is onsite in Washington, D.C. at the VA facility during the normal operating hours of 0800 – 1700 EST Monday to Friday, excluding Federal holidays. Primary Responsibilities • Guide the development of EDW architectural enhancements, in response to new or evolving mission and reporting requirements, as well as emerging technology and operational advancements. • Analyze and recommend the most effective approach and timeline for delivering desired architectural enhancements in the form of a White Paper for review and approval. • Ensure Metadata repository is structured, integrated, and provides a homogeneous vision of the whole data warehousing system. • Implement and manage the repository utilizing industry standard methodologies and procedures. • Integrate data from multiple source systems, enabling a central view across the enterprise. • Ensure the design, development and delivery of measurement solutions enables VA to derive actionable insights and identify performance optimization opportunities. • Improve data quality, by providing consistent codes and descriptions, flagging, or even fixing/cleansing bad data. • Restructure the data so that it makes sense to business users and makes decision–support queries easier to write. • Use Metadata and meta model asset inventory reports to locate data and integration process assets to aid data discovery and audit reporting for regulatory compliance and data governance. • Ensure information contained in the repository includes logical and physical data models for the EDW, data quality and integrity rules, and source to target mapping. • Analyze detailed dependencies between EDW data assets and determine where they are used. Minimum Qualifications • Bachelor’s Degree in a quantitative / applied field (Engineering, Computer Science, Data Science, Mathematics, Statistics, Econometrics). • 5 - 8 years of Data Science experience. • Demonstrated experience with designing experiments, developing statistical models, and identifying opportunities for optimization and improvement or customer experience using data and analytics. • Knowledge of evolving data science concepts including applications of Artificial Intelligence and Machine Learning, and best practices. • Experience advising teams on innovative methodology, data science tools, and environments. • Strong quantitative and research skills with proven ability to demonstrate data interpretation capabilities in terms of reporting and dashboards. • Proficient with Informatica Metadata Manager skills and experience working with large data sets. • Critical thinking – capable of generating consistently accurate, useful reports as well as ability to translate data into actionable insight relevant to organization objectives. • Sound problem-solving skills with the ability to quickly process complex information and present it clearly and simply to a diverse audience. • Clear communication skills. • Ability to obtain and maintain a public trust clearance. • Legal authorization to work in the U.S. Desired Qualifications • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment. • Master’s Degree in relevant field • Strong math skills (e.g., statistics, algebra). • Ability to communicate effectively, both verbally and in writing, to interact effectively with IT management, software development and test teams, and infrastructure teams and with business partners. • Strong organizational and prioritization skills. • Excellent written, verbal and presentation skills. • Knowledge of Government Consulting environment and working within government technical teams. • Hands-on fluency in performing data and statistical analysis using Structured Query Language (SQL), PL*SQL, Unix shell scripts, Informatica, OBIEE, PowerBI and Tableau reports as well as various optimization techniques. • Technical writing skills. • Experience working with VA and/or other federal agencies is a plus.
