    Duties • Provides subject matter expertise in planning, designing, developing, and implementing novel, state-of-the-art data science applications, models, technologies, and guiding principles for data use and analysis in direct support of N&NC's mission, campaigns, and programs. • Leverages the latest data science innovations in alternative data sourcing, such as the use of administrative records and other data sources. • Evaluation and Assessment of New Technologies. Develops, implements and maintains a mission-driven division data plan that supports the identification of methods, processes, algorithms, tools and systems to extract and interpret findings from varied structure data set related to data science lifecycle. • Represents the directorate at meetings, conferences and other forums as an expert consultant and advisor on data science. As a mandatory requirement for employment in this TDP, the incumbent is(cont'd) • (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. • The selectee must sign a statement acknowledging the position occupied is identified as a TDP. • A nationally recognized professional certification in Data Science, Data Analytics, or a directly related sub-field; and professional experience in operations research or computer science is highly desirable. • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology. • May be required to perform Battle Roster functions during Exercise and Real-World events. Basic Requirement Or Individual Occupational Requirement In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures to plan, coordinate, and execute studies of marked difficulty and responsibility; professional knowledge and familiarity with data modeling, query authoring and performance tuning with an in-depth understanding of data modeling best practices, relational and graph databases to perform a full range of specialized duties; knowledge of analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
