Responsibility

This position is in the Office of the Chief information Officer (OCIO), Directorate of Administration, Business Management, and Governance, Division of Administration. The Division of Administration is responsible for directing and administering the resource and administrative programs to support the mission and program activities of OCIO. The incumbent provides leadership and oversight for a broad range of operational programs areas including human capital management, administrative services, resource management, and administrative support services. Serves as the primary administrative manager and advisor to the Director, CIO and OCIO senior staff. Supports the provision of a broad range of administrative services to the OCIO including budgetary and financial management. planning, evaluation, personnel services. Provides advice, leadership and support to the OCIO efforts to improve administrative/management policies, procedures, and practices, which ensure the efficient and economical administration of OCIO programs. Exercises managerial and supervisory authority for subordinate staff including, but not limited to assigning and reviewing work; establishing positions; selecting candidate for employment and promotion; establishing performance standards and appraising performance: recommending awards; resolving grievances and complaints; identifying training needs; approving leave requests; and supporting Equal Employment Opportunity (EEO) affirmative action plans and objectives. Works with the Division Director, CIO. and OCIO Directors to develop and report against operating plan measures and milestones. Provides expert advice, counsel, and recommendations to achieve balance among OCIO priorities, the OCIO divisions. and the availability of resources in order to achieve strategic and operational goals. Supports the Division Director in directing the OCIO financial operations including budget preparation and control of expenditures, ensuring tracking of multiple budgets and related projections, obligations, expenditures, and balances. Ensures the development, implementation, and compliance of human resource strategies to adequately staff the OCIO. Ensures compliance with the Department's regulations and policies.
